WATCH: Conrad and Gregg Testify Before Senate Budget Committee
Two former Senate Budget chairmen are testifying today before the Senate Budget Committee on the failures of the current budget process and the challenges of passing an annual budget resolution. The topic is "Fixing a Broken Budget and Spending Process: Perspectives of Two Former Chairmen."
The witnesses are:
- Former Senator Kent Conrad (D-ND), board member of the Committee for a Responsible Federal Budget
- Former Senator Judd Gregg (R-NH), co-chair of the Campaign to Fix the Debt
The hearing starts at 2:30 p.m. today, May 14.
Conrad's testimony examines the increasing difficulty of passing a budget resolution in the Senate and the worsening fiscal outcomes that have accompanied it. He argues that leaders from both parties are reluctant to allow tough votes for their members and that Senate rules make it difficult for individual members to independently offer budget resolutions. His testimony also offers several recommendations to improve the budget process, many of which mirror options that CRFB has previously endorsed. Gregg's testimony also reflects on the structural challenges in the Senate that impede budget work.
